Testing stopped the virus in countries that were on top of things. They had some death but they were also able to track every person and they tested every person coming into the country. Their systems worked. Ours didn't. I guess deregulation and spending cuts are pretty shitty when it comes to stopping a pandemic. Spending cuts also didn't give us balanced budgets. We know that. Years of sequestration and not one balanced budget.
