It does happen. A startup network company whose name I forget was going public recently. The company that took them public, like a First Boston, analyzed their net worth or book value, etc. and decided that for the # of shares they were trying to float, and what employees had, they couldn't justify more than about a buck a share on the stock price. So, they did a reverse 1 to 15 split. Needless to say, the employees with stock options were quite upset!
