Legally, it's all they can do.
They can go in and impose order across the entire city, if Trump really wanted them to.

My guess is that Trump thought just the mere presence of federal troops would be enough to scare the protesters into compliance.

Instead, their presence is escalating tensions, and the Dems and the media are all too happy to join in. Even the mayor of Portland felt free to join "mostly peaceful protesters" who were attacking the troops.

I don't like to indulge in Soros conspiracy theories, but everything here uncannily fits the pattern.
