A number of non-autocratic states have federal police, and more centralized law and jurisdiction then the US does. One might possibly complain about this being a move against American historical ideas of the function of the central government (although they have been eroding since the Civil War, and more so since the New Deal), but nothing in that link indicates autocracy or anything totalitarian, or something you might night see in a number of other developed rich democracies under similar circumstances.
