Which is why I said - "One might possibly complain about this being a move against American historical ideas of the function of the central government."

Its not a move towards autocracy, but it is a move toward centralization. I think that's enough to legitimately have questions and reservations about it. OTOH such moves toward the federal government having more authority and responsibility, and the states somewhat less so. Have been going on for most of the history of the US.

As for political purposes I'm sure that's a serious part of it, but I don't think its purely for that reason.

There might be a bit more to your argument than I thought, but my information about the situation is not solid. If there is something authoritarian or autocratic about this it is less from the fact that the feds are doing it and more from what's being done, but my information about that last part is very vague and from unreliable sources.
