They had a national response, we're playing 52 state pick-up, counting DC and PR, and the states are all competing with each other.
I'm talking about California specifically. Korea has a population of 51M vs. 39M for California, but Korea's GDP is half that of California.

The states are competing with each other because they're too reliant on the feds. There's probably a level of federal bureaucracy that is preventing states from taking initiatives and procuring precious resources on their own, but my gut feeling is that this isn't an insurmountable obstacle.

Like I said, no excuses. Get it done or GTFO and let the replacements do a better job. That's what Korea did after their botched handling of the MERS pandemic in 2015. Maybe America can do likewise.
