Nortel has been a long-time user of VxWorks (much longer than OS-9, as far as I know), to my knowledge until recently mostly for infrastructure-type stuff (switches, etc.). The announcement by Wind regarding, as has been posted here, indicates that it's easier logistically for VxWorks to be used internally due to purchasing/licensing arrangements and such. The selection of an RTOS is still (hopefully) left to an individual project's team (at least, it should be, since no single RTOS is optimal for all possible projects). I have no reason to believe OS-9 was abandoned for VxWorks, or vice versa, on any specific project. I think the various press announcements have been about different projects.

Tell us about the 10 million dollar GUI WIND just acquired. Will it make WIND's OS a world beater?

In my opinion, one of VxWorks' weaknesses was the lack of a small, capable GUI environment, like OS-9's MAUI or QNX's Photon. Wind's product is/was based on X-Windows, which really doesn't scale down enough to be suitable for many embedded products. If NCI can provide appropriate technology in this area, it should help Wind compete more effectively where display technology is important. Note, however, that this appears to be a new role for NCI; they haven't been a provider of technology in the embedded space other than as an internet appliance platform directly to OEMs.
