It can't just be because it is an Internet stock -- though the sector as a whole is moving up quite nicely. No, it's because management has laid out an aggressive plan to expand through 2000. It will pursue market share, which calls for doubling of revenue in each of the next three years. The company says it expects to be cash-flow positive by the fourth quarter and earnings positive by late 1999, and will spend aggressively in its own fiber network (capital expenditures of more than $300 million) to meet this plan. The company says it plans to offer Internet telephony services. It has expanded into Canada through its acquisition of iStar, Canada's leading ISP. Subscriber growth is better than expected in the most recent quarter.
