IMO, individual investors have one common weakness, it's the nature that sort of common and that is bargain hunting (on sale , we love it)
I've seen many and done it myself on checking for all time high and low and when it's near the all time low we by nature tend to like it as it means "on sale".

I think putting some guidelines may not be bad - some quick ones IMO -
1. the comapny should be #1 or #2 in its market
2. at least more than 25% mkt share for its primary products
3. no negative press in the last 4 wks
4. earnings growth consistent last 4 qtrs
5. earnings estimate for next 2-3 qtrs consistent with growth
6. total mkt growth at least 25%
7. new products pipeline should be good
8. no key mgmt changes last 2 qtrs
9. and, the coin toss said "buy"

guess what, which stocks will this generate - msft, csco, ...
(the almost all time highs - too bad - not on-sale)
