Even if they did mail out actual ballots and not applications, the ballots still have to be signed and the signature match what is on file.

This is NOT happening in TX . I speak as one who lives in the most populous county in TX and who will be getting a mail-in ballot because I REQUESTED it:

b) A mail-in ballot, at least in Texas, is sent to an unsolicited resident of a county without having requested it, and can filled out and mailed in without any guarantee that the voter is alive or otherwise meets the criteria for voting. This occurs specifically in the large counties where the ballots are known to be mailed to Democrats predominantly. Hence, rigging the election. It has to be stopped.

You sign both of them, swear that your information is true and correct under severe legal penalty if it's not, and send them back in the mail. Other than how you get them, the method and result is identical. Republicans just don't like voting, period.
