To whom are these ballots being mailed ??
I check my PO Box once a week ..
So far no unrequested ballots ..
But I'll be sure to complete any that I get and maill them in ..
( Do I have to cover the postage ?? )

You have to cover postage on a mail-in ballot.

Harris County did this for the July primary, and apparently the five big Democrat counties intend to do it on the November election to enhance Democrat turnout.

In Harris County, about 375,000 such ballots were mailed out to persons 65 and over.

This is serious election theft. It would be fundamentally wrong for five Solid Blue counties with the largest populations to stack the deck by mailing out unrequested ballots in a state that could swing the election.

One need not be a genius to know a dirty trick when it is in your face.

What i-node has confused is that Harris county sent out application for the ballot. Not the ballots themselves.
