How is it nullifying or disenfranchising anyone if some counties decide to be irresponsible?

To be clear, mailing applications to those 65 or older is a responsible thing to do under the circumstances. Not doing so is irresponsible.

Yeah, you can. It's not like they've passed a law blocking the others. Nothing's to stop them from sending out ballots, too.

Those big counties have more votes than your backward rural counties so maybe the big counties are doing what the majority of Texans want.
