They're called voters. You have to sign up(registering, I believe they call it), and then you get one. I also get a sample ballot and some voter guides before the ballot comes. That's rather thoughtful of them.

Every county can do this.If Harris County does, and yours doesn't, sadly, you aren't disenfranchised. I say sadly, cuz it ruins your perfectly good fiction, and, for that, I apologize.

It's Montgomery County's voters problem if Montgomery County makes it harder for you to vote by mail. Montgomery County govt is trying to disenfranchize you. Harris County isn't doing a damn thing to you.
