"Sending out ballots to a select group of people" They're called voters. You have to sign up(registering, I believe they call it), and then you get one. I also get a sample ballot and some voter guides before the ballot comes. That's rather thoughtful of them. Every county can do this.If Harris County does, and yours doesn't, sadly, you aren't disenfranchised. I say sadly, cuz it ruins your perfectly good fiction, and, for that, I apologize.
