Keep in mind she tossed a molotov cocktail into the rear hatch of a police SUV with police in it. It was not a property crime, it was an attempted murder crime.

Are you sure? I haven't followed this case, but the article says otherwise.

Rahman apparently threw a Bud Light bottle, filled with gasoline and lit with a toilet-paper fuse, through the broken window of a parked, abandoned cop car that had already been vandalized.

[edit] I think you're confusing Urooj Rahman with another woman at the same riot:

Samantha Shader, 24–year-old woman from Catskill in Greene County—was earlier ordered back to jail, pending a bail package proposal. She’s accused of attempted murder of four police officers. Investigators said Shader was photographed with an improvised Molotov cocktail in her hand, made from a BudLight bottle, a t-shirt, and an incendiary device.
