One thing to do for the next incident is to put the software on the decide DORMANT on all cell phones, but allow end users to turn it on instantly, if and when the time comes. And turn it back off if they choose. If you get 75% compliance that’s okay, it is something you can deal with. But people have to have confidence in the system. I don’t know what it would look like really, you it would be possible to plan ahead next time.
