How a company can determine this is by over a certain period of time note the increase in public float held by the depositoy (DTC) in street name forthe brokerage firms. Then over the same period of time not e from you transefer agent the amount of shares that have been cancelled and deposited into street name. Difference is artificially created stock or otherwise known as unreported short position. This is to educate the uneducated or frustrated persons like mr perkins .
