Social Security is meant to be a separate insurance program, but the problem is that Congress dips into the trust fund every year and spends the money collected and gives the fund IOUs. Also, in an attempt to buy votes, Congress has let people into the program with full benefits who never really paid into it.

If the fund ever goes bust, there is only one group to blame. The US Congress and most particularly, the House, which appropriates the money. .

Of course, I understand that a Canadian such as yourself doesn't really understand how our government functions. So I have to teach you like a little child would be taught.
