Unclear that guns in hands of the masses would not come in handy

Domestic perturbations typically are more troublesome than overseas insurrections

Shock & awe tactic tends to be counterproductive domestically as well as overseas

But disturbances tend to spread faster, wider, and jump internal borders as if they are not there
