I'm not surprised. Well you certainly should be. These institutions are regulated by the states and their mandates. If you are not surprised, then you have observed that the states have not been doing their job. For the most part, I think that this is true except for a few states like New York. Cuomo got the message that the high death rate doesn't reflect well on his admin- istration and he has done some cleanup. I think it is going to be the families of those in such institutions that see that changes are made. By in large they pay all/part of the bill. o~~~ O
