Going through the data for the states I have been tracking since March there is a real issue with positive tests never falling off the active list.

But just viewing Florida -
  • Baseline July 31, 2020
  • To EOD July 11

New Cases: 72,406

Active Cases: 481,626
Died: 1,715
Active older than baseline: 407,505
Hospitalizations on 8/11: 6,753

Further research looking at my dataset from 7/11/2020 shows a whopping 80,499 active cases more than a month old.
