should we believe TSMC will actually have major/meaningful operations in USA? it is not as if it is economic to do so. dunno. for national security reasons a lot of domains can introduce a lot of hurdles. the mix of all hurdles may give rise to issues we have not yet figured on. generally, for wars, best not count on a static or even a predictable evolution of situation, we are told. maybe more tax benefits can make a difference. certainly had been and continue to be a watch & brief point.
