Slow and ineffective testing is a nationwide failure that has resulted in a poor response to the virus. Testing could have been a powerful mitigation tool as non pharmaceutical intervention. Instead it's a nearly useless diagnostic, except after peak outbreak has long past and caseload comes down to manageable levels. Even then, it's just for data purposes. "We currently have _% positivity in _ State." Whoopity do. When/if case numbers and positivity will go up again, testing is the same as it was before. It will tell you what's happening. Nothing more.
And then when the testing capacity is overrun again, and turnaround times become a week or more again, making it a useless diagnostic, it will tell you how screwed you are at that particular time. Great to know! We can be confident from data about how screwed we are, rather than just getting a sense that we are currently screwed.

It seems that Regeneron not only had to invent a drug to treat this disease but also invent a rapid test to run its trials with.
