I also inherited a setup similar to this with lights and some heat mats..



I had already concocted something like this (same adjustable rack/shelving



You do not need to go overboard on spending..

and if remotely handy this type of deal is great also...



as to the lights.. I actually find warm LED lights work great for seed starting and early growth... I'm not concerned with bring a pant to maturity like a pot grower... and the LEDs are far far cheaper to buy and run..

and make sure you have something to deal with the spillage on the floor unless you just on unfinished concrete with a drain :)
