Here is the most recent news from ETSI that I can find. It looks like a compromise is in the wings. Can anyone tell from the reference to US compatibility whether or not this means that it will include IS-95?

ETSI meeting approves mobile phone compromise

PARIS, Jan 29 - The ETSI mobile telephone conference on Thursday formally approved a compromise proposal
on standards for the next generation of cellular phones that involves all competing manufacturers, a delegate at the meeting
said.

The proposal for the Universal Mobile Telecommunications System (UMTS), due to be available by the year 2002, mixed
elements of the Nordic-backed WCDMA technology and the TD/CDMA technology favoured by the rival German-U.S.
camp.

A test of the proposal showed the idea, backed by the industry's major players, was basically the WCDMA, backed by
Sweden's Ericsson (LMEb.ST) and Finland's Nokia (NOKSa.HE), with some elements of the TD/CDMA put forward by
Siemens (SIEG.F) of Germany and U.S. giant Motorola (MOT - news).

The compromise means the new system will be compatible with GSM, the European standard and de facto world leader,
and fit into the tight 2-to-5 megahertz band required for the U.S. market, delegates said.
