Make enough laws and there's always something. Legal theory is that its against the law. Like the Logan act. My guess. I don't follow California in any way. Check the box government, check the box medicine, check the box everything. As long everyone stay this side of plausible deniability. As long as it looks good.

State do-gooderism. Colorado is the same way. The Department of Labor fights employers tooth and nail over independent contractor designations. A few years ago the Colorado Supreme Court slapped down the DOL for it. Still just as bad, they are just better about lying about it.
