Final edit (the one I cop to): Most likely some aspect of their business was found in violation of some other law. Make enough laws and there's always something. Legal theory is that its against the law. Like the Logan act.
My guess. I don't follow California in any way.

State do-gooderism. Colorado is the same way. The Department of Labor fights employers tooth and nail over independent contractor designations. A few years ago the Colorado Supreme Court slapped down the DOL for it. Still just as bad, they are just better about lying about it.
