I think the best assumption about why these people are resisting arrest is that they are high on drugs. It also explains why they can do so well in resisting the officers.

But why would any sane individual challenge authority when authority has a gun?Madness of crowds aka running with the herd ..Extreme lack of situational awareness ..
Or maybe just tired of being pushed around. Like that woman in pink in the DC restaurant.
