I think you have the cart before the horse.. Hate caused the legislation... longnshort brought up the topic of emotions and why the founding fathers legislated nothing wrt hate.. of course their true motive was venal but they were correct to leave it out.. but I digress.. you cannot legislate emotions.. legislation can follow emotions though... and legislation can promulgate and abet hate.. we all are responsible for our own minds.. sadly many abrogate that responsibility to group think.. and that is NOT a conservative ONLY sin..
