That's because Western states have vastly more public lands than private. It's simple math that tells us public lands will have more fires because of their size. Much of the forests need fires to rejuvenate. The lodge pole pine, that make up most of Yellowstone's forest require periodic burns to rejuvenate. A lodge pole pine seeds won't release from their cone until a fire, fire also adds depleted nutrients back the soil.
