The drought is over in California, but not in Colorado. But there's no good reason California and New Mexico to be exporting hay to China.

One of the most under-reported stories is the massive water debt New Mexico owes Texas. New Mexico either needs to shut down their farms, or they need to pay for desalination plants on the Texas coast.
