In 1928 Los Angeles came to understand the virtue of the long straw, and the water law of "first user".

San Diego belatedly came to this understanding only recently, so water is quite costly there.

Places like Palm Springs and Arizona have been squirreling away water from the Colorado River in their local underground reservoirs before they're cut off.

Then they will finally need to balance their use with their supplies as Las Vegas already has to do.
