I pointed out that it would most likely be the buyer, as part of the mortgage.

"They shouldn't be required to pay you anything for it unless they willingly contract to do so."
I think they signed an agreement with the PUC or the CEC, and they were prolly as willing as they always are.

"Also many people's meters wouldn't read zero but would use more electricity than they generate"
Then they get billed for the difference. They'll just have to be content with the savings.
