They usually never produce enuf during the day, so they purchase a lot, often from out of state. The only time they have power they don't need is late at night, when windmills produce more than the market demands.
Rates go negative, meaning they pay some big customers to charge batteries, or whatever. Then they buy it back when the need arises.
