Pig-ignorant Libertarian Republicans have indeed refused to follow the model set by Los Angeles which load levels electrical demand with battery back-up in addition to power plants on standby.
.

Sadly for these unfortunates, they're still sold on the alleged brilliance of their "Free Markity" scheme where they sold-off all of their electrical generating plants and buy electricity daily on "the free market".

I suspect even the pig-ignorant will tire of their self-harming ways after a longer period of energy insecurity, and they'll finally abandon their "Free Markity" religion.

But they're sticking with their conservative Republican backwardness for far longer than I anticipated. That's people for you. It's the same reason they refuse to evacuate their homes when their community is on fire.

Hopefully a bit of Darwinian selection at work.

By using smart meters the grid could charge users more for a kilowatt during peak times. That would encourage people to schedule their consumption accordingly.
