First off, each state has its own process for absentee ballots.

One very important difference (there are many) is that an absentee ballot must be requested by the voter whereas mail-in ballots are sent out to everyone on the registration list. Some counties have more registered voters than citizens of legal voting age. And as the dems love to point out, many of the low income minorities are not on the list. So, who are all the "extras"? Dead people, individuals who have moved and are now on multiple lists, on and on it goes. Hulk Hogan claims his friend received a mail-in ballot for his dog.

You would be amazed at the number of dead people who vote. And for some reason or another, 90%+ vote the democrat ticket.
