Let's say your scenario plays out and that Pence pardons the Donald. The pardon only works for federal crimes. Any crimes in other jurisdictions could still be prosecuted. What would be ironic and comical would be if Trump leaves office, immediately leaves the country and finds a home where he could not be extradited. That's the only 'safe' way for him to escape justice, using the assumption there are significant crimes to be prosecuted. I would assume that future laws would be enacted to prevent this type of pardon but I'm not a constitutional scholar...
