I think that the Asian satellite cancellations are the first shoe to drop. The other shoe is the contract award for 6 GOES satellites to Hughes (4 in one contract, 2 in a follow on). Apparently Loral Space built previous GOES and so were confident that they'd be awarded these contracts. They've staffed up, built up facilities, and performed engineering work in the belief that they'd be the ones to build them.

GOES are U.S. NOAA weather satellites.
