Let's not forget that both Monica and Bill have stated under oath that it never happened. Both appear to have lied before, but if Tripp's tapes are merely Monica's fantasies (and I reserve judgment about that) then is the White House tactic now to use a repentant [mebbe that was what the meeting was about] Monica as "smart bomb" against Starr to discredit the entire four-year investigation?

Yes, its possible Monica lied, but given Clinton's propensity to lie I think it is at minimum a tie on who to automatically believe.

Yes, people are people; however, I haven't heard Bill come out and say, "Ooops! I messed up, there was no excuse, sorry." Not even in the Flowers matter. I, like most Americans, am quite a forgiving person. Yet it appears he lied about Flowers, and continues to lie about lieing about it. Not the stuff to give one conficence in a person with control of the worlds most powerful armed forces. Speaking of which, and (surprise!) sorta related to Xoma, is Clinton's new rehtoric. I have to give it to Bill, he is a master at politics, and this new war rehtoric may be the precursor to armed conflict. I believe he would do it just to switch attention from his current problems. Markets tend to tumble during wars, especially if they are spooked by the possibility of a raise in oil prices. Of course, the effects would be temporary and this is pure supposition on my part.
