I think it probably has to do with
the restructuring of troubled loans
with U.S. and other creditor banks.
These loans were due in about 3 months
and now have been swapped for loans
that are to be paid back in one
to three years. Their markets
are reacting to this news now, because
they were closed yesterday for a
New Year holiday.
