I've definitely been wrong before but it's just my initial impression that Mr. Price might just be overly optimistic and misguided. PTOI's Mr. Bordynuik and Mr. Heddle have definitely shown themselves to be highly dishonest but I don't see any evidence of that from Nulixo's Mr. Price, at least not yet.

It seems to me that Mr. Price wants to insert himself as a sort of general manager to oversee a waste recycling project using two companies' products. However since he is pushing PTOI's product without any evidence that there's any value whatsoever, any city would be remiss to hand him a dime.
