I don't even know enough to be dangerous, but I recall reading somewhere that most/all semiconductor fab operations rely on equipment from Applied Materials, and that Trump was aiming to penalise companies using anything made in China with AMAT tools in the production chain. I am very hazy on the details, so don't quote me ;)

To the extent that this is true, it will handicap semi manufacturing in China, while also incentivising China to copy/develop such tools. If/when China catches up with AMAT, that will be the end of US dominance in that sector.
