Los Angeles "imports" power from their own power plants and power plants they have long-term exclusive contracts with.

That's quite different to buying power daily on the 'Spot Market' through Cal-ISO.

Cal-ISO was the child of Enron and Pete Wilson. Why does it still exist? LADWP doesn't use it, except to rarely sell Cal-ISO power, and this is under duress.

And yes, all California utilities, including DWP, have higher distribution costs per kWh than other states because they sell far less electricity over their electrical networks.
