Yes you are correct so to go back to your premise, can we get 3/4 to agree on anything? Well you don't know until you try. Every state has to balance their budget every year. Do you think they are pleased with Federal deficit spending? Some states are but the problem with Socialism as Churchill said is you "eventually run out of other peoples money" So we need 2/3rds to ask the question. And if 3/4's don't ratify then we are stuck, but what is clear is the 10th Amendment is getting ready to become more important in all our lives. G-n-G
