Are states required to follow a specific blueprint when producing ballots for presidential or other federal election?

I can't find a thing about the manufacturing process on line.

Each state produces and manages its own ballots.

That's fine. For state elections.

For national elections, the Feds should manage things, with better controls in place.

This is the United States, not Guatemala.
