There is election fraud in Democrat controlled urban areas in virtually every election.
It is a feature, not a bug.
However, it very likely does not swing many results at the top of the ballot.
In May 2020, a Judge confessed that he took bribes to stuff the ballot for Democrats in Philadelphia, one of the most corrupt cities in the USA.

This past summer a NJ judge ordered a do-over of a Democratic primary because of fraud concerns.
It was a mail-in election.
