I see this issuance more as a cherry on the cake to attract more laundered money into the bond issue an more speculates to gamble against it similar to MBS e you have only a two way game.

IMHO nothing special or new. Only increase liquidity due to mare market participants. From USD to Bitcoin etc., and good venue for arbitrage resulting in a 3 way arbitrage

Why use a portal and incur costs to do so? If you want BTC, buy BTC. Selling BTC for USD is not a problem. And vice versa.
