I think this could be done with an open-source computer program to draw district boundaries. The non-partisan panel could oversee the program's criteria and algorithm, but there wouldn't be a districting by vote which is dependent on personality or bribes or coercion.

Sever the party connection.

I don't think you could stop influencers. These are people or groups that would wind up issuing a preferred slate of candidates. What you can stop is legally forcing the voter to stick within a list of candidates in the most critical parts of the election where real choices are made. By the time of the general election it is only a choice of right-wing clown versus left-wing clown.
