Actually it doesn't require an amendment, at least for federal elections, but it does require strong leadership and political will. The constitution gives the federal government a lot of say on how the election is conducted. The only thing that DC cannot do is to place it outside of the state. But other than that, if the government feels that the election was inherently unfair, it can impose remedies. I suspect this is how the voting rights act was made legal.
