Your connections in Vancouver may be in top 10%. Those who can work remotely and minimize risk are overcompensating and therefore remaining safe.

There are a few other factors that drive the infectivity in the rest 95%. Professions that may require exposure to multiple people. Risk tolerance is generally higher as their regular jobs/lives may involve other risks. And thirdly, a weaker understanding of risk and the math behind it.

So what you see in the press is the exposure of the bottom 90% to the virus. And what we all know from our connections is the top 10%.

So both observations can be equally true.
