Ross should have taken the coins into cold wallet and then hid the cold wallet after setting up a complicated pass-phrase / pass-sentence.

Ross screwed up.

On the other hand, authorities able to trace the coins after they know where to look (on the particular hard drive) and able to recover the coins is good news, for it means 'they' do not need to ban the bitcoin exchange and force the trade to go P2P, thus allowing institutions to engage under sovereign tolerance
