Running ballots through three times does not mean that they were counted three times. Redundant passes could be a test or to check that it' s working right. You have to follow the votes, count legal votes, and not count illegal votes, during the polling hours. Recounts 12/3 or 12/4 don't count. Even 11/4 doesn't count, and after the polls closed 11/3 doesn't count. It looks like a test.
